Foreign students have become an important resource in global talent market.Apart from being the permission to study abroad,student visa also has the function of exporting education and attracting talents and it is going to serve as a work visa.Chinese government regards foreign students as a significant source of talent pool and has introduced laws and policies to allow them work in China.However,the legal employment system of foreign students in China starts late and is still in its infancy,with many important laws and policies lacking the corresponding supporting measures and specific implementation standard.As the capital of China,Beijing has the largest number of foreign students and wins an advantage over other cities in terms of urban development,government service level and available resources.Hence,Beijing has the ability and responsibility to establish and improve the legal employment system for foreign students.The examination of the employment laws and policies for the international students in Beijing and the understanding of their characteristics and deficiencies will facilitate the improvement of these laws and policies and the managerial level of governments to administrate these foreigners.In this article,Chapter One is the introduction;Chapter Two clarifies the concept of employment of foreign students and the objectives of the present study;Chapter Three analyzes the scale and educational level of international students,and the willingness and current status of employment of foreign students studying in Beijing based on data;Chapter Four introduces the employment laws and policies of foreigners in China and international students in Beijing;Chapter Five expounds the employment policies of foreign students in the United States and Australia,both of which are immigrant countries,and in the South Korea whose situation is more similar to China to analyze the rules of development and the successful practices that China can learn from;On the basis of the previous chapters,Chapter Six discusses the principle that the legal employment system of foreign students in Beijing should be adhered to,the need to resolve legislative conflicts,and puts forward a scheme to improve the existing system.
