Research On Family Developmentability Construction In Inner Mongoliarural Pastoralareas

As a basic form of social community,family plays an important role in social development.With the development of economy,the change of concept,the function of the family has changed more or less.How to play the positive role of family in personal security to meet the survival,development and spiritual needs of family members has become a new concern of the government and public management.The "New family plan--Family development capacity building" implemented by the National Health and Family Planning Commission in 2014 is a comprehensive project centering on scientific parenting,family health care,old-age care and family culture,serving all family members and the whole life cycle.Among them,the new urban area and community in Hohhot,Inner Mongolia,and Liang Jia Ge Du Village in Dalate Banner,Ordos,are the first batch of pilot units of the project.Based on a large number of references,field research and in-depth interviews,this paper analyzes the construction of family development capacity in the pastoral areas of Inner Mongolia.The study found that Inner Mongolia's rural pastoral areas are affected by many factors,such as fragile natural ecology,special geographical location,adverse climatic conditions,traditional production and life style,andinsufficient power of farmers and herdsmen's own development.At the same time,based on the experience of domestic and foreign research on family development capacity building and the empirical study on the "New family plan--Family development capacity building" project implemented in Inner Mongolia,this paper proposes countermeasures and Suggestions for improving the family development capacity building in rural and pastoral areas of Inner Mongolia:In order to improve the rural family development ability construction as the goal,strengthen government support,improve the policy of management system,pay attention to the rural pastoral area of Inner Mongolia equalization combined with local family development ability construction,improving family population quality,establishing and perfecting the rural professional service personnel,perfect the family as the unit of the social security system,clear the government and related departments responsibility and evaluation mechanism,intensify propaganda promotion,to promote informatization construction,gradually realize the integration of urban and rural,promote the family development ability construction,make the thousands of families become national development,national progress,an important basis of social harmony.
