Since reform and opening up,our country has experienced rapid development in the past forty years,however,in the context of the continuous improvement of people's living standards and quality,there are still some people who have not enjoyed the dividends brought about by the reform and opening up and are still in poverty,especially in the old revolutionary areas that have made great contributions to China's liberation and national independence.In the old revolutionary area,there is a special geographical and political and cultural resource-red resources.With the passage of time,people are increasingly aware that combining the unique red resources of the revolutionary old district with the tourism industry to develop red tourism is an important way for the revolutionary old areas to achieve regional economic development.Red tourism is increasingly recognized as an important means of getting rid of poverty and getting rich in the old district.Even in 2004,the General Office of the CPC Central Committee and the State Council jointly issued the “2004-2010 National Red Tourism Development Program”,with the intention of developing the tourism economy of the revolutionary old district through the creation of the red scenic spot.Then,does the establishment of the red tourism classic scenic spot promote the development of the local tourism economy? Does its tourism promotion effect produce regional heterogeneity? What is the internal mechanism of the red tourism classic scenic spot?With the quasi-natural experiment of the “100 Red Tourism Classic Scenic Spots” set up by the Central Office of the CPC Central Committee and the State Council in 2004,this paper uses the panel data of 283 prefecture-level cities in China from 2002 to 2015 and the double difference method to evaluate the red.The impact of tourism classic scenic spots on tourism development in prefecture-level cities.The results show that:First,the red tourism classic scenic spot has played a significant role in promoting the tourism economy of the local city.Both the tourism income and the number of receptions are significantly positive,and the effect is more obvious with the advancement of time.This conclusion is followed by a series of robustness.The inspection was strengthened.That is to say,red tourism directly promotes the development of local tourism economy,and for the old areas where the red tourism scenic spot is located,the development of red tourism will not only turn red resources into direct economic benefits,but also give full play to the role of red tourism in poverty alleviation,so as to achieve targeted poverty alleviation in the old areas.Second,in the heterogeneity analysis,this paper studies red tourism with regional differences and local infrastructure construction.(1)the development of red tourism is obviously differentiated in the three regions of east,west and China,the best in the east,the second in the middle and the worst in the west.(2)from the results,the establishment of the classic red tourism scenic area significantly promoted the supply level of local public services.Therefore,the policy implications of this study also have two levels :(1)At the regional level,governments at all levels should implement the national red tourism development strategy,actively formulate and introduce the development path suitable for local red industry;(2)From the perspective of mechanism,the establishment of the red tourism classic scenic spots significantly increases the regional electricity consumption,the number of star-rated hotels,the paved road area,the number of taxis and public gas trams,effectively promoting the improvement of the regional public service supply level.
