Research On Policy Synergy Of New Research And Development Institutions In Shanghai

Facing the new technological revolution and industrial transformation,as one of the measures to deeply implement the innovation-driven development strategy,new research and development(R&D)institutions have gradually become an important part of the national and regional innovation system.It is an important carrier to promote the deep integration of the innovation chain of the industrial chain,the transfer and transformation of scientific and technological achievements,the improvement of the overall efficiency of the national innovation system,and the construction of a world-class technological power.The policy also clearly states that to promote the development of new R&D institutions,it must highlight innovations in systems and mechanisms,strengthen policy guidance and guarantees,pay attention to stimulating and restricting both,and mobilize the participation of all parties in the society.The construction and operation of new R&D institutions require the participation of multiple parties,and the resources of each subject are interdependent.How to balance the interests of multiple subjects through policy coordination,integrate multiple resources,and promote high-level cooperation between government,industry,universities,and research institutions is the key to the development of new R&D institutions.The characteristics of new R&D institutions determine the diversity and complexity of their policies.Inconsistent policy regulations on new R&D institutions or different government attentions are difficult to effectively promote the development of new R&D institutions and achieve the construction goals of scientific and technological innovation centers.Therefore,further research on the policy synergy of new R&D institutions is needed.This article combines the characteristics of new R&D institutions,based on the synergy theory and resource dependence theory,using document measurement method,content analysis method,and social network analysis to analysis 175 Shanghai new R&D institution policies collected from 1996 to 2019.It was found that the synergy of policy subjects has increased,but the synergy subjects are too concentrated;the government's attention and goals are basically matched,but the synergy between the links of the innovation chain is weak;the synergy of policy tools is obviously different,and the effectiveness of the policy is insufficient.Furthermore,it is proposed that future new R&D institutions should pay attention to improving the policy system and strengthening the coordination of main bodies in the policy formulation process;the content and development goals should be consistent to maintain the consistency of policy attention;balance the structure of policy tools and comprehensively use multiple policy tools.
