The frequent occurrence of public security incidents is related to the life of the affected people,which destructing the original appearance of the ecological environment,influencing the smooth running of society,affecting the prolonged political stability of the country.It tests the ability of emergency management in China.It is paramount for emergency events to save time.Emergency logistics,as an significant part of emergency management,has higher time and efficiency requirements.Civil-military integration,an vital country strategy,is a magic weapon to improve the efficiency of emergency logistics.Owing to the non-renewable nature and basic role of energy,the country must map out energy strategic reserves so as to cope with the energy consumption in daily life and the huge demand for energy in emergencies.When emergencies occuring,energy's demand is increasing sharply.Energy logistics becomes prominent.With the help of civil-military integration,the efficiency of energy emergency logistics will be improved.Understanding the situation of civil-military integration of energy emergency logistics is the basis for developing energy emergency logistics.Based on the background of emergencies' frequent and the national strategy of civil-military integration,this research,by analyzing the development stage,development situation and the development mode of emergency logistics,studies the response mode of energy emergency logistics at this stage.Comparing the energy emergency logistics mode with the civil-military integration mode of energy logistics,we can know how to integrate the military and civilians efficiently.Based on the comprehensive analysis of the research results of domestic and foreign scholars,tne research uses six chapters to study the military-civilian integration of energy emergency logistics.In the first chapter,firstly,the research analyses the domestic and foreign relevant literature about emergency logistics,energy logistics and civil-military integration.we can understand what problems mainly studied,and what lessons can drew.Secondly,the research introduces the context and research methods.In the second chapter,through the analysis of literature,the research summarizes the status of civil-military integration in emergency situations,and defines the concept of civil-military integration of energy emergency logistics,and analyses the development trend of civil-military integration of energy emergency logistics.In the third chapter,three main factors and nine sub-factors that affecting the civil-military integration of energy emergency logistics are selected.The importance of sub-factors to themain factors and the comprehensive importance of sub-factors are analyzed by analytic hierarchy process.In the fourth chapter,the formal reasoning algorithm of fuzzy Petri nets is used to analyze the relationship between the factors,and calculate the degree of military-civilian integration of energy emergency logistics,and analyze the results of the degree of integration in depth.In the fifth chapter,on the basis of the previous four chapters,civil-military integration of energy emergency logistics needs the leadership of the country,the guidance of the industry,the legal norms and high-quality team.Because it start lately,the industry environment needs to be further established and the industry process needs to be further adapted.Therefore,this chapter analyses the development field of civil-military integration of energy emergency logistics and establishes corresponding standards and norms.In the sixth chapter,synthesizing the previous research results,we analyze the development prospects of civil-military integration of energy emergency logistics to illustrate the defects,and have further research.
