Research On The Follow-up Support Of Poverty Alleviation Relocation

Precision poverty alleviation has achieved remarkable effects in China.The absolute poverty problem under the current standards is about to be resolved,but this does not mean that poverty is completely eliminated.After 2020,China will enter the post-targeted-poverty-alleviation era characterized by reducing relative poverty and spiritual poverty.In this era,the poverty problem transformates,marginal benefit of poverty alleviation diminishes,poverty governance is more difficult and there is coexistence of poverty alleviation with poverty-returning.The future work will focus on promoting sustainable poverty alleviation.Poverty alleviation relocation is the most difficult part of the ”five batches” precision poverty alleviation strategy,and it is a social construction process involving many links.If this process is not handled well,the phenomenon of poverty-returning is very likely to occur.How to ensure the long-term poverty reduction of relocation is related to the overall effectiveness of precision poverty alleviation,so it is necessary to strengthen the follow-up support.From the perspective of the post-targeted-poverty-alleviation era,this paper uses literature reading method and interviewing method to study the follow-up support of poverty alleviation relocation based on sample data of 853 immigrants.Firstly,it summarizes the effects of poverty alleviation relocation which not only improved the living conditions of immigrants,increased immigrants development opportunities,but also promoted economy and urbanization.Secondly,it comprehensively analyzes multiple risks faced by immigrants,which are also the reasons for the follow-up support of poverty alleviation relocation.These risks include adaptation predicament in new living environment,development dilemma caused by insufficient capacity,hidden dangers of poverty-returning due to defective risk prevention and control system and low support efficiency affected by insufficient social participation.Finally,it proposes improvement measures of the follow-up support from four dimensions: reshaping immigration social adaptation networks to help immigrants adapt to a new living environment;improving the self-development ability and maximizing the individual value of immigrants;perfecting the risk prevention and control system to provide multi-dimensions guarantees for immigration;encouraging multi-subjects to participate in the follow-up support and improving support efficiency through complementary advantages.Lifting the poor out of poverty areas is only the first step in poverty governance.The focus of future work should be strengthen the follow-up support and ensure the sustainable poverty alleviation of immigration.Paying attention to the follow-up support of poverty alleviation relocation is not only important to consolidate the effects of poverty alleviation,but also an objective requirement for poverty governance in the post-targeted-poverty-alleviation era.
