Conception, Creation And Significance

The reform of the national supervision system and the establishment of the national supervision commission and the enactment of the national supervision law are major events in the political reform of contemporary China.They are of special significance to the construction of a party-led anti-corruption system with Chinese characteristics and capacity.The state supervisory commission implements the mode of conducting the work of the procuratorial organs for party discipline and the supervisory organs,realizing the organic unity of intra-party supervision and state supervision,and strengthening the supervision and governance efficiency of the party and the state.A more centralized,unified,efficient and authoritative supervision system with Chinese characteristics is developing.Based on "People’s Daily" and referring to "China discipline inspection and supervision news",the author discusses the whole process of the conception,pilot and creation of the national supervisory commission through reviewing the experience of the construction of party conduct and clean government and the fight against corruption since the 18 th national congress of the CPC,and tries to reflect on the significance of its creation from multiple dimensions.The first chapter of the paper describes the development process of the construction of party conduct and clean government since the 18 th CPC national congress,including "eight provisions","mass line education","reform of discipline inspection system",and the realization of "can’t corrupt,dare not corrupt,do not want to corrupt" anti-corruption mechanism,these anti-corruption experience for the birth of the national supervisory commission laid the foundation.The second chapter deals with the pilot reform of the national supervision system.According to the chronological order,the author inspects and comments on the pilot reform of the nationalsupervision system,selects the supervision system reform in Shanxi Province as the focus,and describes the specific process of the supervision system reform in Shanxi Province in detail.In order to avoid repetition,this paper discusses the characteristics of supervision system reform in Beijing and zhejiang,and reflects on the difficulties encountered in the pilot reform of supervision system.The third chapter is the introduction of the pilot,the establishment of the national supervisory commission and the birth of the national supervision law.From the three provinces to the whole country,the national supervisory commission and the law on state supervision have been established from scratch.These major events are new achievements in the reform of the supervisory system.Chapter four reflects on the achievements of the reform of the national supervision system from three dimensions: the historical inheritance and innovation of The Times,the restriction and supervision of power,and the modernization of the national governance system,and reveals its significance.The last part is a brief summary of the whole development process of the national supervision system reform.As a new system design,the national supervisory commission and the national supervision law inevitably have imperfections,which require us to constantly explore and think in the new practice.
