Research On The Problems And Countermeasures Of Classified Reform Of Shaoguan City Public Institutions

At present,the reform of public institutions in China has entered an in-depth development stage.The report of the 19 th National Congress of the Communist Party of China also mentioned deepening the reform of public institutions.Research on the reform of public institutions has become more urgent and important.How to achieve the goal of classification reform and continue to deepen the reform of public institutions and other basic issues remain to be resolved.In recent years,according to the national and provincial deployments,Shaoguan City has stimulated the vitality of Shaoguan City institutions through the classification reform of public institutions,promoted the healthy and orderly development of public institutions,and improved the level of government public services.Some results have been achieved,but some of them cannot be ignored.Summarize the experience of reform work,deeply analyze the problems existing in the reform,and use scientific theories to explore the feasible path to effectively deepen the reform of public institutions.This is not only an important task for the reform of Shaoguan City public institutions,but also an inevitable requirement for improving the management system of Shaoguan City institutions.It has certain theoretical value and realistic significance for deepening the classification reform of China's public institutions.This paper takes the reform of public institution classification as the research object,and adopts literature research,case studies,field interviews,questionnaires and other methods to study the optimization of public institution classification reform.The thesis first sorts out domestic and foreign research on public institution reforms,then explains the core concepts of public institutions,classified promotion of public institution reforms,and non-profit organizations,and briefly explains and analyzes the theory of public policy implementation.Then,taking Shaoguan city's classification reform as an example,it introduced the main methods and results of Shaoguan City.Itwas found that in the reform,there were still poor reform policy implementation effects,weak execution of executive agencies,insufficient motivation for reform of target groups,There are problems such as constraints in the policy environment,and the main reasons for the appeal are the incomplete design of the reform policy,the flaws in the implementation of the agency,the lack of consensus on the target group,and the lack of a good policy environment.Finally,on the basis of summarizing the reform cases of public institutions in Shenzhen,Foshan,and Qingyuan,and using the theory of public policy implementation,suggestions were made to improve the classification reform of public institutions in Shaoguan City.Efforts to guide the target group to form a joint reform force and promote the optimization of the policy environment,in order to provide useful lessons for the deepening of the reform of the classification of public institutions.
