Research On Innovation Of Police Mechanism In The Process Of Huaihua Police Modernization

The Chinese characteristic socialism modernization is up to a new level.The process of deepen the all-round reform,modernizing governance system and governance capabilities are accelerating.As an important functional department of the people's government,public security organization is closely related to national security,social stability and the people's life and vital interests.It also plays an important role in the process of socialist modernization with Chinese characteristics.With the rapid development of economy,the transformation and upgrading of society and the various conflicts,public security organs are required to accelerate the process of police modernization,comprehensively promote the reform of police mechanism,and constantly enhance the effectiveness of police actual combat.Police modernization is an important task for the development of public security in the new era,a key goal of public security reform and a major project for the modernization of national governance capacity.Since 2016,the Huaihua Public Security Bureau has begun to carry out the reform of police mechanism.Through various practical explorations,a modern policing mechanism conforming to the long-term development of public security work has been constructed.However,in the process of comprehensive promotion,some problems have been found,These problems are mainly the weakening of the reform,the insufficient support of the police system,the insufficient operation of the central entity and the insufficient police support,which need to be further improved.This paper bases on the relevant theories of police mechanism reform and uses the experience of police mechanism reform in Henan,Xiamen,Jiangsu,Zhejiang and Shanghai.It takes Huaihua as the research object,which is the first country to carry out all-round reform from three levels of municipal and county institutes.we made a thorough investigation into the public security organs of Huaihua and made a comprehensive analysis of the reform of the police mechanism in the process of the modernization of police affairs in Huaihua.This paper elaborates on the implementation steps,main measures and results of the reform of the police mechanism in Huaihua and objectively analyses the characteristics and problems of the reform of the police mechanism.It also puts forward suggestions for further promotion.It has important guiding significance for further revealing therequirements of the current police modernization for the reform of the police mechanism and the characteristics of the police mechanism adapted to the conditions of the police modernization.It also provides reference for the reform of police mechanism in other provinces and cities and speeds up the construction of modern police mechanism.
