The limited nature of land resources determines its important position in economic development.With the accelerating process of urbanization in China,the contradiction between land supply and demand is increasingly prominent,and various forms of illegal land use in rural areas occur from time to time,which greatly restricts the orderly development of economy and society.As the government attaches more importance to land management,the problem of illegal land use has been suppressed,but the overall situation is still not optimistic.Past the traditional governance mode in local government,for a single governance body,formed a "top-down" unilateral governance system,this system,the government usually by way of administrative orders to implement governance,but due to the lack of regulation and non-governmental body "bottom-up" collaborative participation,cause the governance ultimately weakening,And directly contributed to the local government and the illegal subject of the game between the antagonistic relationship,and then increased the difficulty of governance.Based on this,this study selects S City,a county-level city in eastern Zhejiang Province,as the study area,takes case analysis as the main research method,focuses on the performance and governance status of illegal land use in rural areas,and summarizes the difficulties faced by the governance with a single government as the main body in the past period.Then,governance cases involving demand-oriented subjects(supplementary enterprises,planting companies,etc.),village committees,and market purchase services are selected to analyze the behaviors and roles of different subjects in governance from a multicentre perspective,and it is found that the participation of multiple subjects in governance can have a positive impact on the final effect.Then,from the perspective of the government,the paths of these three types of subjects participating in governance are optimized.Finally,summarized the improvement of rural illegal land management policy recommendations.It can be argued that,in order to achieve effective governance,local governments should change their governance ideas and explore the establishment of an interactive and cooperative governance system involving multiple subjects such as government,enterprises,the public and non-governmental organizations.Each subject needs to clarify its role positioning,give play to its corresponding advantages and improve the effectiveness of governance.In this process,local governments,as the leading force,need to have clear guidance in their role positioning and functional responsibilities,and comprehensively use economic and administrative means to improve and standardize the supporting systems for the participation of various subjects,so as to ensure the orderly operation of the whole system.
