From "Multi-center" To "One Bond With Multiple Wings":Research On Urban Community Governance System

The current community governance is dominated by the government,property company and owners committee are in the subordinate status,which inevitably produces interest game phenomenon.With the process of democratization,the owners' self-government consciousness enhanced,traditional administrative imperative governance is not consistent with the current community governance,the increasingly prominent owners collective movement is one of its drawbacks.The case of conflict dispute in community governance shows that the government agencies,property service enterprises and owners committee can not coordinate properly because of the ambiguity of power and responsibility and the different interests leading to the dilemma of " polycentric governance ",the system supply,credible commitment and mutual supervision.Combined with the governance dilemma of the community,community governance should "return to the center ",establish a " One Bond with Multiple Wings " community governance system with the owner Committee as governance center,the government?property company and social sectors in the subordinate status.
