Rearch On The Function Orientation Of The Government In Urban Renewal Under PPP Mode

Urban renewal is the only way for future urban development,and urban renewal is not only the reconstruction of urban architecture and urban functions,but also the reconfiguration of various resources such as urban space and urban system.China’s urban renewal model has undergone tremendous changes after the reform and opening up: from the "top-down" model of government financing in the 1980 s,and the model of attracting foreign investment to market in the 1990 s,entering the 21 st century.Later,with the rapid development of the economy,the PPP model has been gradually used in the field of urban renewal.However,there is a relative lack of theoretical research on the role of government in urban renewal in the PPP model at home and abroad.As the PPP model will be used more and more deeply in future urban renewal,more theoretical guidance is needed.In addition,the research on the function positioning of the government in urban renewal under the PPP model may also provide a theoretical reference for the study of the positioning of government functions in urban renewal under other modes,which has certain reference significance.Finally,in my actual work,there are also some work related to the urban renewal of the PPP model.In this context,theoretical research can be carried out,which can not only integrate the personal experience of the work into the research,but also transform the research theory into results.The actual work brings more room forimprovement.This paper is divided into five parts.The first part is the introduction,which introduces the significance of the research purpose of the paper and the literature review.The second part introduces the concept,evolution and mode of urban renewal.The third part mainly deals with the current government in PPP mode.The status quo and existing problems of the function orientation in urban renewal are briefly summarized and the causes of the problems are analyzed.The fourth part is through the empirical analysis of the functions of the government in the urban renewal in Melbourne and Shanghai PPP mode,and finds its common characteristics.The PPP model in other regions of China provides reference and reference for the optimization of the functions of the government in urban renewal.The fifth part starts from the optimization principle of the government’s function positioning in urban renewal under the PPP model,and proposes specific content optimization and exploratory proposal.The specific optimization path.With the “Notice on Deepening the Cooperation between Government and Social Capital in the Field of Public Service” and other policies,the project development of PPP model urban renewal has been promoted.With the advantages of cash flow and profitability brought by PPP projects,PPP The urban renewal of the model is increasingly favored by the government and corporate social capital.At the same time,the government functions are gradually transformed from the original political,economic,cultural,and social functions to the coordination,supervision,and innovation functions in the urban renewal of the PPP model.The government is the builder of the regional investment environment in urban renewal.It is the supervisor of market order,the organizer of investment promotion activities,and the leader of project investment cooperation.At the same time,the government’s economic function is transformed from intervening micro-economic to service-oriented government to optimize the investment environment.The government will also accelerate its transformation to provide more comprehensive and quality services to enterprises,markets and the public.While realizing the relevant functions of the operating entity,it also returns to the regulatory body,effectively performs theregulatory functions,and supervises various economic activities.Defining the positioning of government functions and its implementation in the PPP model can enhance the government’s comprehensive strength in capital operation,project management,and business management.It also helps its initiative to go to the market and achieve "win-win" with partners.
