Policy Analysis On Theconstruction Of Community Workers In Beijing

China is currently in the opportunity period of social development and is in the frequent period of social contradictions,which needs to be addressed by improving grassroots social governance,especially community governance and community services.The construction of community workers is the strategic focus of strengthening and improving community governance and community service in China at the present stage.The key to the construction of community workers is the establishment of relevant policies for community construction and community workers in China.Due to the rapid social development,the relevant policies for the construction of community workers in Beijing have gradually improved but still lag behind the needs of the times.This paper collects more than 30 policies from the "Regulations of the People's Republic of China Urban Residents Committee" in 1954 to the "Implementation Opinions on Strengthening the Development of Social Work Professional Positions and Talent Incentives" in 2017,guided by the theory of progressive decision making,this paper analyzes the relevant policies of community workers in Beijing by the use of Nvivo software tools and on the basis of the release date and theme of policy documents.The study firstly finds that the policy for the construction of community workers are mainly focus on the five aspects: the nature of work,the guarantee of benefits,the requirements,the responsibilities and the ability improvement of community workers.Then,the paper makes a longitudinal summary and arrangement of the policy changes of community workers in the five aspects,and finds out the trend of policy optimization.At the same time,it finds that the policy is developing gradually,and the content is constantly refined and scientific.At the same time,however,incremental changes will also bring some resistance to policy innovation.Policymakers need to adjust or optimize policy content,policy types and policy concepts to overcome obstacles,so as to save policy resources and improve policy development,significantly speed up the pace of the construction of the community workers.
