A Case Study On The Construction Of A New Rural Area Of "Xiao Zu Wei Sheng" In Chengdu City

In order to promote the construction of a new socialist countryside,the Fifth Plenary Session of the 16 th CPC Central Committee put forward specific requirements for "production development,prosperity,rural civilization,clean village appearance,and management democracy." The new rural construction in our country is still at the stage of exploring the road and finding the mode.Many area in China have carried out the village planning and construction in the way of trial.Some successful models have appeared and some positive effects have been produced.But overall,the problems of village planning,land utilization and rural labor transfer in new rural construction are still outstanding.The main reasons are the lack of scientific guidance for village planning and construction,low land utilization rate,weak infrastructure,and continuous deterioration of the ecological environment.The main objectives of new rural construction in China have gone through a process of progressive development and enrichment from the initial promotion of overall planning of urban and rural areas,adjustment of the structure of agricultural industries,to the comprehensive utilization of land,ecological and environmental protection,and now the rural revitalization.It is worth mentioning that the new rural construction in Chengdu has been constantly exploring and summarizing.According to the needs of social and economic development at different times,Chengdu has gradually found a Chengdu model suitable for its own development.Combining the promotion of overall planning of urban and rural areas,the construction of beautiful villages,and the construction of parks and cities that fully reflect the new development concept,Chengdu has opened up and continued the "xiao zu wei sheng "-`` small scale,group style,micro-pastoral,ecological "is a modern rural comprehensive remediation model based on Scientific planning and it is unique in the development of rural industrial and the construction of ecological civilization in China.So far,Chengdu has completed 186 "group students" happy and beautiful new villages,involving 26,300 farmers,totaling about 84,000 people.While analyzing the background,content and effectiveness of the new rural construction in Chengdu,this paper will also explore how to reconstruct the rural "san sheng" space through the new rural construction,and at the same time plan to comb through the domestic and foreign theoretical practice of rural construction and development.Through policy comparison,field research,data analysis and other forms of Chengdu "xiao zu wei sheng" case analysis,to find the Chengdu model successful key factors,the new forms of construction of new rural areas should pay attention to the problems and methods,for "rural revitalization" to provide reference.
