| The country is a big military country,with hundreds of thousands of active duty soldiers retiring every year,so the government must deploy them properly.Governments at all levels,the armed forces and relevant departments have always attached great importance to the preferential treatment and placement of ex-soldiers,especially the employment placement.A series of laws,regulations and policies have been introduced to protect the rights and interests of ex-soldiers.The report of the Party’s Twenty National Congress points out that employment is the most basic of people’s livelihood.We will improve the employment public service system and the employment support system for key groups.Improving ex-soldiers’ ability to find employment or start businesses,and promoting full and stable employment are conducive to high-quality economic and social development,and help encourage ex-soldiers to continue their hard work and become an important force in building the socialist cause and consolidating the ruling foundation of the Party.It will help to encourage officers and soldiers to serve peacefully and make contributions to the barracks,attract more outstanding personnel to serve the country and build a strong national defense.This paper takes Chifeng City,a fourth-tier city in Inner Mongolia Autonomous Region as an example,clarifies the implementation of local employment placement policies for ex-soldiers through various investigation methods,and uses employability theory and new public service theory to analyze problems such as imperfect policies and systems,few available jobs and inadequate policy publicity in employment placement for ex-soldiers.In order to better propose the corresponding countermeasures,the author draws on the experience of ex-soldiers employment placement from other provinces and cities in China,the United States,the United Kingdom and Russia,and selects the employment placement practices of ex-soldiers that are in line with the actual situation of Chifeng City: We will give full play to the government’s leading advantages,and the military will help fight the "pre-war" of employment,improve the social environment for employment and resettlement,and help ex-soldiers to become self-reliant. |
