The Study On The Implementation Of The List System Of Basic Public Services

In the "Thirteenth Five-Year Plan" to promote the equalization of basic public services,it is proposed to establish a list system of basic public services,and the national list of basic public services was introduced for the first time.The list system of basic public services serves as an important basis for establishing a sound basic public services system in China.And it is an innovative move to achieve equalization of basic public services.As a member of China's list system of management,the list system of basic public services has the same characteristic with the list system,which are open and efficient.And it highlights fairness and publicity.The list system of basic public services has the function of further realizing the transformation of government functions and the construction of a service-oriented government.By sorting through the literature,it is found that the academic community in China has paid less attention to the list system of basic public services,especially,the research on the problems in its implementation is not enough and many scholars believe that this research should be put on the agenda as soon as possible,which is of great significance for improving the list system.The research in this field is of significance to China to further improve the list system of basic public services.First,this article sorts out the related concepts of the list system of basic public services,as well as the new public service theory,limited government theory,and Marxist fairness theory,and uses these as the theoretical basis.Secondly,by sorting out the establishment and improvement process of the national and provincial list system of basic public services,this paper comprehensively grasps the implementation status of the system at all levels.Thirdly,using the system analysis method,this paper analyzes the problems and the reasons behind the implementation of the list system of basic public services from the internal and external aspects,and puts forward the corresponding optimization countermeasures from the system itself,the main body of formulation and its external environment.In the end,it was concluded that the imperfection of the formulation of the list of basic public services,the lack of understanding of the list system of basic public services by governments at all levels,the rigid implementation of the list system of basic public services,and the weak external forces of the list system of basic public services led to the emergence of the list of basic public services is not highly refined,the internal accountability function is not in place,the local list system of basic public services is not “individualized”,and the external supervision is incomplete.In view of the causes of the problems,we should improve the following aspects: First,improve the formulation of the list of basic public services to improve the level of scientization and refinement.Second,the government should strengthen understanding and play the role of the list system of basic public service.Third,the government should implement the list system of basic public services flexibly and innovatively.Forth,strengthen the list system of basic public services external social forces.In short,in the process of implementation,we should coordinate the relationship between the internal and external of this system.Hoping to provide useful supplements to promote the implementation of the list system of basic public services and achieve equalization of basic public services.
