Analysis On The Difference Of Basic Public Services Among Prefectures In Xinjiang

In recent years, Economic of Xinjiang develops rapidly, society harmony and stability inthe realization of economic and social development across the two major historic tasks ofleading the long-term stability, especially under the country’s19provinces and municipalitysupporting. However, as a typical remote and poor region, due to its relatively weak economicfoundation, fragile ecological environment, lacking of local financial and other reasons, thereare relatively large differences among states of Xinjiang in situation of basic public services.Basic public services which is provided by the government to meet people as the mostimportant and urgent public goods, has a positive role in easing social conflicts, maintainingsocial stability and promoting economic development. Some problems that exist in the field ofbasic public services in Xinjiang are faced, if this is not broken timely, it will cause someimpact on the economic and social development. So we should recognize the reality of thesituation of basic public services in Xinjiang, analyze the reasons for the existence ofdifferences in local basic public services and put forward some suggestions to solve theproblems effectively, which is doing the study starting and ending points.This paper takes Xinjiang as an example to card the literature of basic public services athome and abroad equalization aspects carefully; define the meaning and scope of essentialpublic services of this study;14prefectures in Xinjiang selected on the basis of education,health, social11specific targets to protect infrastructure in four areas, the use ofempowerment coefficient of variation coefficient of variation around the state and othermethods of equalization of basic public services and the status of the quantitative analysis,the real difference between the analysis of basic public services throughout the state; On thebasis of further analysis of the reasons for differences in basic public services throughoutstates, namely the level of economic development throughout the state, four main factorsaround the state financial strength conditions, the supply of basic public services throughoutthe state the cost difference, Xinjiang explores basic public services such as the presence ofthe reason for the difference. the first two factors use the coefficient of variation analysis; Inthe analysis of cost factors of supply of basic public services, including the construction of a natural, economic and social situation of basic public services index system of9individualindicators, the use of factor analysis calculation method and entropy method of basic publicservices throughout the supply cost variance coefficient; briefly analyze counterpart support’sessential impact on public services as a lateral transfer payment assistance; Finally,suggestions proposed to optimize the situation of basic public services in Xinjiang.
