The West County Government Efficiency Construction

Government efficiency is an important criterion on effectiveness of administrative management activities of government authorities and state personnel. Improving government efficiency is a significant goal for administrative managerial personnel. The efficiency of county-level government plays an utmost important role in implementing principles and policies of Central Government and up-county higher level governments, as well as taking responsibility of coordinate and manage social affairs. On the basis of expound the necessity on enhancing the build of county-level government efficiency, the concept of county-level government efficiency and related issues also be discussed in this paper. The paper makes a systematic explain and introduction on the related theory fields of research condition home and abroad. Through qualitative, quantified and DEA analysis, it contrasts the government efficiency between Jinning County Government and up-ten developed county governments in the whole country, analyzes the experience and problems on build of Jinning County Government efficiency and makes a comprehensive and thorough discussion on the effective way to improve Jinning County Government efficiency.There are six chapters in this paper. Chapter I is introduction: Analyze the actual bases on the build of Jinning County Government efficiency, which is also the reason of writing this paper. Carry out the purpose, method, structure and data source of the paper. Chapter II: Elaborate the theory tendency and practical development on the build of county-level government efficiency. Chapter III: Set value standards of estimate on government efficiency and choose estimative standards of county-level government efficiency from national economy, people's life, science, education, culture, public health, infrastructure and other five fields to make an estimative system of county-level government efficiency. Chapter IV: On the basic of build an estimative system in the Chapter III, taking Jinning County and the up-ten developed counties as example, it compares the government efficiency between Jinning County Government and up-ten developed county governments and find out good experience and exist problems on the build of Jinning County Government efficiency.
