On The Efficiency Enhancement Of County Government In China

Currently, it has been a trend to fasten the reform of administration system with the deepening of national reform. As is reported in the18th National Congress of the Communist Party of China, the reform of administration system needs to go deep so that our government can be transformed into a service-oriented government, which will create good environment for development, offer high-quality public service and maintain social justice, to serve people. It is a key role in the reform deepening to strengthen government functions, beneficial to transform the government and urge the officers to be diligent and white handed. The county government, linked between the province and the town, is indispensable in the management from central to the local. The construction of the county government not only has great influence on carrying out the central actions but also directly influences the image of our government and Party. In recent years, the construction of administrative functions has been massively progressed in the whole country, some of which have been accomplished. However, due to the inefficiency of the local government, high cost of administration and the remiss of officers, the credibility of our government and Party has been destroyed. Moreover, local constructions are only on the practice level. Some policies are made arbitrarily, lacking the study of construction theory, which means the study of local construction of government functions must be highlighted.This essay focuses on the local construction of government functions on the county level according to two reasons:one is the special role of the county government in the administration system—direct communication with the mass in the countryside. The other is that the local government usually finishes the task from the upper government, so as to be less active and creative.There are six parts. The first one introduces the background and significance of the study. The second part is to define some concepts. The third makes specific analysis of Xuyi government construction. The fourth looks back on the past progress and concludes the problems. The fifth describes some typical counties and what we can learn from them. The last part provides some advice to the situation.
