As an important part of the deepening reform of the central government,the reform of the public security bureau has put forward the reform direction and goal of informatization,actual combat of police affairs,standardization of law enforcement and regularization of the organization,and encouraged local governments to make bold explorations.When studying the reform path of public security,domestic scholars put forward some viewpoints,such as police subsidence,field operation and process reengineering,but problems such as poor operability are common,and they did not take specific places as examples to analyze the experiment.Based on the organizational structure theory and the new public service theory,this paper objectively analyses the problems existing in Binzhou Public Security Bureau,such as complicated vertical organizational structure,rigid horizontal organizational settings,overlapping or over-restricting departments' responsibilities,static operation of police affairs,over-extensive command power,small space for personnel promotion,poor mobility,over-excessive departmental assessment,over-catering to people's expectations and so on.Then draws the conclusion that Public Security Bureau converges with other organs in government organs,the standard of setting up localized departments is single,and the division of staff function departments has been made detailed,unclear functional orientation of police departments,mismatch between operational mechanism and business characteristics,lack of sustained human resources management planning and other reasons for the above problems.For the above reasons,the author puts forward to method,such as further clarify the organizational goals;Optimize the setting of regional departments,expand the scope of management,reduce the level of management;Optimize the setting of functional departments,determine the responsibilities of departments,strengthen the command department and reduce the number of the departments of auxiliary functions;Innovate the police operation mechanism;To establish a new human resource management system compatible with the tasks and nature of public security organs;Set reasonable performance appraisal.
