Complex Problems And Hybrid Technologies:The Folded Governance Of Urban Communities In China

As the basic governance unit of urban society in China,in the process of rapid urbanization,a series of complex urban problems inevitably sink and converge into the community.The vertical compression of urban space,the development of commercial housing economy and the massive influx of population bring about the heterogeneity and atomization of community residents,by which the importance of community to community residents is constantly weakened.The "out of territory" recognition of the community gradually separated the community residents from the community autonomy.How to realize the effective governance of the community has gradually become one of the basic propositions of the modernization of national governance,which tests the political wisdom of different levels of government.Based on this,many different types of community governance methods are constantly emerging,developing and changing in China.Although some effective strategies are proposed to solve local community problems in a specific period of time,the inter frame and one-way nature of governance technology is not enough to support the multiple governance goals behind the complex problems.Therefore,some cities have taken the lead in making governance innovation that keeps pace with the times.Not constrained by the traditional community governance experience,but guided by complex issues,it has realized the folding of different governance technologies,reconstructed the spatial structure of urban communities,achieved amazing governance results,and met the diverse public demands of the heterogeneous public.Therefore,folded governance is a governance mode summarized from the practice of urban community governance in the new era.Its essence is the fine matching of complex social problems and chaos governance technology.This study analyzes the connotation and element framework of folded governance.Based on the restoration of YP district's "good-neighborly homeland",a typical folding governance case,the operation logic of folding governance is presented,including the selection,mixing,implementation and stabilization of governance technologies,in order to provide theoretical support and reference for solving complex urban community problems and improving community governance methods.
