In his report to the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping proposed that we should strive to build a new type of government that serves the people,deepen the simplification of administration and decentralization of powers,and innovate the way of supervision and control,by changing the main functions of the government to improve the implementation of government departments and public satisfaction.China's tax authorities undertake the important task of "gathering wealth for the country and taxes for the people",which is the main department of Tax Administration,the main battlefield of Tax Administration by law,and the important component of the rule of law.In March 2018,the State Council proposed a reform plan for the tax collection and management system of state taxation through the merger of State Taxation Institutions at the provincial level and below.Through this organizational reform,there will be a comprehensive re-division and integration of work responsibilities and staff within the tax system at all levels throughout the country,and some tax cadres will be transferred from their regular posts to their deputy posts.There is a certain psychological gap,there may be a negative attitude,lack of work vitality phenomenon.Under such a background,it is imperative to establish and perfect the scientific,reasonable and long-term effective incentive mechanism of the tax system civil servants.This article is written on the basis of the incentive theory,explaining the basic concept of incentive and related incentive theory,with the help of Maslow's hierarchy of needs theory,together with other key points of incentive theory and the practical experience of tax system in other regions,taking the Erenhot tax system that I work as an example,through the study of its human resources,the distribution of questionnaires to tax cadres,and the exchange of talks with tax cadres,etc.,an analysis of the current situation of the incentive mechanism for civil servants in the Erenhot after the reform of the organization,the paper puts forward five outstanding problems in the daily operation,such as the ineffectiveness of salary incentive,the obstacle of post promotion,the unscientific performance management mechanism,the imperfect training mechanism,and the backwardness of the construction of tax organization culture,and combined with the actual situation,the causes of the problem are analyzed,and the advanced experience of motivation of foreign civil servants and the excellent practice of motivation mechanism of civil servants of administrative law enforcement in Shenzhen City are used for reference,it is suggested that a scientific salary and welfare system,a perfect performance management system,an innovative career development incentive,and a harmonious and orderly tax organizational culture should be established to optimize the incentive mechanism of civil servants in the Erenhot.
