| In recent years,with the deepening of the central institutional reform,the number of grass-roots civil servants in our country has been increasing.Grassroots civil servants stand in the first line of serving the people and deal with the people most closely.Their working attitude and efficiency are directly related to the local development and construction and the service quality of the grass-roots people’s government.But,from the perspective of the implementation of relevant systems,grass-roots civil servant incentive work still has many problems,many areas of grass-roots civil servants incentive enough attention,incentive idea backwardness,many incentives to float to the surface,it is difficult to be combined with local actual situation,to a large extent these problems restricted the construction of grass-roots civil servants incentive system affects the efficiency of local government.Therefore,this thesis chooses Binhai County civil servants as the object of study and uses literature research,investigation research,case interview and other research methods to investigate and analyze the current incentive situation of Binhai County.Various problems in the incentive work of Binhai County civil servants are found,including: Lack of material incentive,evaluation system is imperfect,limited promotion,rewards and punishments become a mere formality,communication training channel is narrow,etc.,and from the concept level,system level and environment level,further analysis of the main reasons for these problems,from the transformation motivation concepts,optimization of incentives,and perfect the incentive system three aspects put forward the corresponding improvement countermeasures,Specifically,such as strengthening the "people-oriented" management concept,establishing a fair incentive concept,formulating a reasonable salary system,a scientific assessment system,and a reasonable promotion system,etc.,to provide effective suggestions for improving the incentive problems of Binhai County civil servants. |
