The Research On Industrial Layout And Structural Adjustment Of Civil-military Integration In Hunan Province

In the context of the New Normal and the Innovation-driven Development Strategy that Chinese economy is experiencing,extensive economic mode adopted by civil-military integration industry is outmoded and in urgent need of upgrading,and the optimization of industrial layout and the adjustment of its structure are priorities.As civil-military integration has been included into national strategies,civil-military integration industry is now at a critical juncture: Along with the efforts of pushing forward with the profound development of civil-military integration,the principle and path of industrial layout and structural adjustment of the civil-military integration industry must be determined and relevant contingencies adopted,in order to complete our national civil-military integration layout,push forward with the upgrading and optimization of industrial structure,boost the ability of civil-military integration,enhance the healthy developmental trajectory of civil-military integration,and as a result,civil-military integration can be further developed and a profound development configuration with whole-elements,multiple fields and high profits can be formed in an accelerated way.As a major province with large amount of military resources and a critical region for civil-military integration,Hunan province is highly representative of the structure and configuration of civil-military integration.Based on Hunan province civil military integration industry and other researches on this topic,this paper presents the result of a further study on industrial layout and structural adjustment of civil-military integration in Hunan province.Firstly,by making a breakdown of the trajectory and policies of Hunan province civil military integration industry,this paper gives a summary of features in four stages throughout its development and a generalization of relevant policies;secondly,by way of location quotient a field investigation on Hunan province's the military integration industry parks has been presented in the paper,and so is performance analysis based on input-output method;next,by virtue of the method of a combination of qualitative analysis and quantitative analysis and a combination of normative analysis and empirical analysis,a structure analysis on industries representative of civil-military integration in Hunan province has been accomplished from four aspects: comparative advantage,income elasticity,employment situation and sustainable development ability.From a perspective of overall benefits analysis we have conducted a field research on industrial structure adjustment and the industrial structure adjustment in the representative industries of Hunan province.Finally,based on our field researches,we propose advice on issues such as insufficient industrial production capacity,unsatisfactory market environment and weak industrial clusters.This paper systematically studies problems related to the layout and structure adjustment of the civil-military integration industry in Hunan province,which enriches the relevant researches on this industry and provides an empirical basis for the optimization and structural adjustment of civil-military integration industry of Hunan Province,and sets an example for other regions or countries for the transformation and upgrading of the national civil-military integration industry,and also provides a guideline for the civil-military integration development planning departments and executive departments,conducive to promoting the development of civil-military integration,and helping achieve coordinated development between regional economy and national defense construction.
