| Since the 1990 s,with the acceleration of my country’s reform and opening up process,more and more rural surplus laborers choose to go out to work in order to improve their living standards and increase their income.However,due to the exclusion of the social and economic structure of the inflow area and the educational system such as the point-based enrollment policy,the floating population cannot realize family migration,which has led to the emergence of the problem of left-behind children and has become increasingly prominent.Although the Chinese government has implemented a series of safety protection and care and guarantee policies,the effect of the implementation is not satisfactory.The news of safety accidents of left-behind children is often reported.Based on the theory of holistic governance,this paper conducts investigations and studies on the safety management of left-behind children in rural X City through questionnaire surveys and field visits.There are currently three main safety issues facing left-behind children in rural areas:one is personal safety,such as school injuries and bullying,traffic safety,food safety,sexual assault,etc.;the other is network safety issues,such as online dating,online fraud and online addiction;The third is psychological safety issues,such as higher anxiety,more loneliness and lower happiness than non-left-behind children.The reasons for the safety problems of left-behind children are the lack of family education and guardianship on the one hand,and the inadequate safety management on the other hand.This inadequacy includes unclear safety management goals,absence of safety subjects,and lack of integration between subjects,Lack of responsibility,imperfect systems,and backward information technology,these problems have brought about a series of problems such as a serious lack of rural public services and activities,and weakened rescue functions.Based on the above research and analysis,combined with the holistic governance theory,this article proposes to solve the safety management problems of left-behind children from five aspects:formulating sustainable safety management goals,clarifying the responsibilities of safety subjects,integrating the functions of safety subjects,improving the safety management system,and establishing information technology support.The countermeasures and suggestions in order to hold up a solid and effective umbrella for the safe development of left-behind children. |
