The rapid development of China’s urbanization has promoted the increase of population mobility,which has led to deep thinking about the quality of public services and population movements.Based on the equilibrium analysis of Tiebout theory,this paper makes a further study on the relationship between urban public service quality and population mobility,tries to measure the quality of public service in China and verifies the existence of Tiebout’s “ball voting” theory in China’s cities.Quality of service preferences to choose your place of residence.Based on this,this paper mainly analyzes three issues: First,it summarizes the development history of public service quality and population mobility in China,uses principal component analysis method to measure public service quality indicators,and analyzes the public service quality scores of 282 prefecture-level cities in China.Second,combing the path and mechanism of the impact of public service quality on population mobility.Thirdly,considering the structural differences,regional differences and urban scale differences of public service quality,the system GMM regression method is used to analyze the panel data of 2012-2016 to study how the quality of public services affects population mobility in the Chinese context.On the theoretical level,this paper analyzes the equilibrium state of Tiebout theory,when the total marginal benefit of residents’ total public service quality consumption is equal to the sum of the marginal cost of public service supply,the Pareto optimal state mentioned by Tiebout can be realized.The equilibrium solution,the community has reached the optimal population size,the best public service supply conditions,the essential mechanism is the free flow of residents to achieve their own demand for public service quality.Then,from the three levels of different types of public services,different regions and different city scales,the paper analyzes the theoretical mechanism of population influx of domestic public service quality and lays a foundation for empirical research.On the empirical level,this paper uses the panel data of China’s prefecture-level cities from 2012 to 2016 to construct a public service quality evaluation index system,and conducts a quantitative analysis of the public service quality of 282 prefecture-level cities in China.The research finds: First,the whole country At the level,the overall public service quality has a positive impact on population mobility.Second,among different types of public services,the quality of education services,the quality of medical services and the quality of ecological environment have positive effects on population mobility,and the quality of infrastructure services.The impact is negative,while the impact of cultural service quality is not obvious.Third,the impact effect has regional differences.The positive impact degree is in the east,middle,west and northeast,which is related to the regional economic development level difference,and The quality of public services in each region varies from population to population.Fourth,the degree of impact of public service quality on population mobility varies among different urban scales.When the city scale is between 1 and 5 million,the degree of impact The largest,once the critical point is exceeded,the larger city size has a lower absorption effect on the population.The small size of cities.The theoretical analysis is consistent with the conclusions of the empirical test,indicating that Chinese residents choose to flow to a certain city,and more and more consider the factor of public service quality,not just consider higher wages and employment opportunities.Therefore,we believe that policy makers should pay attention to the important role of equalization of public service quality in the spatial distribution of population,and apply the corresponding measures by using the differences in the sensitivity of public service quality in each region to the impact of population mobility.Scientific and reasonable guidance on the trend of population mobility.
