The Study On The Response Strategy Of Mass Incidents Caused By Investigation

As the functional department of the government,the public security organ is the maintainer of social public order,bears the task of safeguarding national security and social stability in the new eras,plays an important role in the handling of mass incidents,and is the backbone of the handling of mass incidents.The investigation department is at the forefront of the fight against crime.It is charged with the task of gathering evidence and searching for criminal suspects to prepare for prosecution and trial.Investigation and handling cases is an important part of public security organs to fight crimes and protect the masses.In daily work,investigation investigators inevitable contact with the victim,the victim's family,the criminal suspect,such as a natural person,also can produce different size of the friction,how to avoid in the contact and deal with mass incidents caused by criminal investigation has become a public security organ for criminal investigation department shall also cause attaches great importance to the problem.Based on the response status of mass incidents caused by domestic investigation and relevant research results at home and abroad at the present stage,this paper takes cases as a starting point and analyzes them layer by layer.This paper believes that the improvement of response strategies for mass incidents caused by investigation and case handling can be started from five aspects.First,the unity of legality and rationality should be paid attention to in the investigation and handling of cases.The second is to strengthen the prevention mechanism of mass incidents,from the acceleration of emergency management legalization process,the establishment of a reasonable interest coordination mechanism and the establishment of an effective mass incidents prevention system to elaborate;The third is to establish and improve the mass incident handling mechanism,from the establishment of rolling handling mechanism,the implementation of the deadline and the first accountability system,strengthen the "five-level" prevention mediation system and the use of the police coordination function to resolve mass incidents in four aspects;The fourth is to strengthen the hardware support and enhance the ability to respond to mass incidents.On the one hand,sufficient and advanced police equipment and instruments are guaranteed.On the other hand,the stable thinking is introduced into the space layout of office space.Fifth,the construction of law enforcement trust should be strengthened from four aspects: improving the quality and efficiency of law enforcement and case handling by public security organs,implementing the thought of law enforcement for the people,strengthening public security publicity work in the new media era and improving the ability of law enforcement personnel.
