Research On Performance Evaluation Of Public Rental Housing Policy In Xi'an

The steady advancement of China's urbanization process has pushed the housing policy reform to the exploration stage of the affordable housing system.With the change of urban population structure and the increase of social demand,the status of public rental housing in China's affordable housing system has gradually increased.In order to solve the problem of housing difficulties for low-income groups in cities and to play the protective role of public rental housing policies,cities have explored the implementation of public rental housing policies.The difference of housing policy effect among cities has caused the government and scholars to attach importance to the feedback of public rental housing policy performance evaluation.Conducting such research is benefit to discover the shortcomings in policy operation and bring the adjustment and improvement of policy.Based on the public rental housing policy of Xi'an,this paper selects Beijing,Chongqing and Shenzhen,which have relatively perfect public rental housing policy system and significant policy implementation results,to learn experience.Through the establishment of the public rental housing policy performance evaluation system,Comprehensive evaluation method,coefficient of variation weighting method and comprehensive index evaluation method have been applied in order to make a performance evaluation;The policy which has a higher performance value at different management level was chosen as a reference policy for Xi'an and several targeted suggestions beneficial for Xi'an public rental housing policy improvement were given based on the results of performance evaluation.The study found that the construction performance and distribution performance of public rental housing construction in Beijing,Chongqing and Shenzhen are better than those in Xi'an;Chongqing has the best social stability performance and is much higher than Xi'an.The results of performance evaluation fully reflect the effect of the differences in the public rental housing policy system on the implementation of the policy.This paper selects the relevant policies direction which could be learned from through the research conclusions and the combing of the public rental housing policies in each city,and puts forward improvement countermeasures for Xi'an public rental housing policy from the aspects of policy formulation,policy implementation and policy supervision.
