Study On Civil Servant Training Of Dali Tax System In The New Era

The 19 th CPC national congress pointed out that "socialism with Chinese characteristics has entered a new era".Facing the current complex international and domestic situation,a cadre team with strong ability and high quality is needed to cope with these new changes and challenges,which makes the cadre education and training work seem particularly important in the new era.To this end,the central committee of the communist party of China issued by the "2018-2022 national cadre education training plan,for the current and future a period of cadre education and training work has made a comprehensive deployment,take effect on June 1,2019 of the civil servant law of the People's Republic of China,and effective as of November 26,2019 of the civil service training regulations also puts forward new requirements on the cadre education and training.In the reform plan of the national tax collection and management system,it is proposed to "reform the national tax collection and management system and merge the national tax and local tax institutions at and below the provincial level".After the merger,the number of civil servants in the tax system accounts for nearly one tenth of the national civil servants.Therefore,under the new era to do a good job in the education and training of tax cadres to strengthen the party's overall leadership of tax work,promote the modernization of tax governance system and governance capacity,and serve the development of tax reform has an important role.At the same time,we will promote the reform of the national and local tax collection and administration systems,improve the business environment,and cut taxes and fees.This article take the literature research,questionnaire investigation and comparative research,on the basis of a large number of literature review,the paper on the theory of human capital theory,relevant incentive theory foundation,analyzed the current status of Dali prefecture of the tax system of civil servants training,the main problems and causes of the problems,and by drawing on the successful experience of civil servants training at home and abroad,combined with the civil servant training work requirements under the new era,from the firm training concept,perfecting the training content,the innovation training form,a sound system of training system puts forward some countermeasures to perfect the tax system of civil servants training of thinking.
