| With the end of the cold war and the development of globalization,the priority of traditional military security in international relations has begun to decline,and the seriousness and harm of non-traditional security have become increasingly evident.At the end of 2019,a novel coronavirus outbreak occurred in wuhan.Against the backdrop of high social mobility,the spread of covid-19 is increasingly rapid across regions.Covid-19 has spread to more than 200 countries and regions.At the Munich security conference in mid-february,there were in-depth discussions on non-traditional security issues,such as economic security,energy security,environmental security and social security.In recent years,most of the security issues emerging in the international community are non-traditional security issues.In the face of non-traditional security threats,the international community needs to work together to deal with them.But as far as northeast Asia is concerned,the process of non-traditional security cooperation is slow.This paper mainly elaborates from the following four aspects: non-traditional security and security cooperation,the current situation of cooperation in northeast Asia,obstacles to cooperation and measures to promote cooperation.The first part first elaborates on the theory of non-traditional security,which is a new security threat different from traditional security and mainly refers to dealing with economic,energy,environmental and social threats other than political and military ones.Therefore,non-traditional security is characterized by globality,uncertainty,randomness,suddenness and dynamics.Secondly,it elaborates the non-traditional security threats in northeast Asia.Because the characteristics of non-traditional security determine that military means cannot be used to solve non-traditional security problems,countries should actively cooperate and work together for governance.Finally,security cooperation is elaborated.The second part summarizes the current situation and characteristics of non-traditional security cooperation in northeast Asia.Countries in northeast Asia have carried out a series of cooperation mainly in the economic,energy,environmental and social aspects.The characteristics of the non-traditional security cooperation in northeast Asia are summarized through these cooperation: the non-traditional security cooperation in northeast Asia is passive;The future of non-traditional security in northeast Asia is to move towards cooperative security.The third part elaborates the obstacles of non-traditional security cooperation in northeast Asia,including the historical issues and territorial disputes in northeast Asia,the difficulty in achieving a real balance of interests of all parties,the difficulty in reaching consensus on the institutional framework of cooperation,and the American factors in non-traditional security cooperation in northeast Asia.The fourth part puts forward the countermeasures to cope with the dilemma of non-traditional security cooperation in northeast Asia.Second,establish a crisis early warning mechanism and consolidate the non-traditional security defense mechanism.Third,we need to put in place a normative cooperation system to stabilize the order of all parties involved.Fourth,China should make efforts in non-traditional security cooperation.It is our responsibility given by The Times to actively promote non-traditional security cooperation in northeast Asia.How to blaze a path of non-traditional security cooperation in northeast Asia at a time when the international community is increasingly interconnected will become an urgent task facing the region. |
