Research On The Satisfaction Of Basic Public Service In Songjiang District Of Shanghai

The western new public management movement advocates the customer-oriented thought of "administration is service,the public is customer".Besides,emphasizes the significance of putting public satisfaction as the guiding principle of reform.Since then,many countries have made valuable explorations and gained some experience in this field.Western developed countries have put public satisfaction evaluation into practice and achieved good results.In China,the report of the Nineteenth National Congress emphasized with a new height that we should adhere to the people-centered concept of "socialism with Chinese characteristics in the new era,we must adhere to the people-centered concept of development".The basic public service satisfaction survey is beneficial to improve the management function of public service and enhance the relationship between the government and the public.How to cope with the growing needs of the people for a better life and improve the satisfaction of basic public services is obviously of great practical and urgent significance.Based on the full analysis of the existing theories on public service satisfaction at home and abroad,this paper constructs the basic public service satisfaction evaluation system by factor analysis,refers to the "13th Five-Year Plan" of Shanghai Basic Public Service System,and chooses 19 items from the survey of the people's livelihood satisfaction in Songjiang District of Shanghai in 2017.A total of 1674 valid questionnaires were used to investigate the satisfaction of basic public services in Songjiang District of Shanghai.This paper will use SPSS20.0 software as a tool,using objective weighting method-factor analysis to determine the factors,from the infrastructure,education and health,environmental safety,housing and social security four factors to analyze the current Songjiang District basic public service satisfaction.Through data analysis,the following results are obtained: the satisfaction scores of the four factors are different.In general,the public's satisfaction with environmental safety and education and health in basic public services is better,and the government's various policies and measures have been obtained.Positive feedback from the public.However,the satisfaction scores of infrastructure and housing and social security are low,indicating that the public's satisfaction with the basic services currently received is not in line with expectations,and there are more expectations.Therefore,the government is in both aspects of policy or measures.Perfecting the vast space for further improvement requires more effort and timely meeting the public's expectations for a better life.From the analysis of individual's satisfaction with public service satisfaction,there is no significant difference in gender satisfaction with basic public services;there is a significant difference in household registration,rural household registration has the highest level of satisfaction,and urban household registration satisfaction is second.From the perspective of monthly income,there are significant differences in different monthly incomes,but they are not positively correlated.There are also no significant differences in terms of academic qualifications and age.Therefore,individual differences do not substantially cause a particularly significant difference in satisfaction evaluation.From different regions,the central city has the highest score,followed by Punan and Northwest,and the northeast is the lowest.The public satisfaction of different regions is significantly different.Last but not the least,based on the empirical analysis,the paper puts forward countermeasures to solve the problem for decision makers and managers to refer to: promoting equalization of public services;raising the public service system: increasing the financial input in key areas of infrastructure,scientific and rational allocation of housing and social security rights mechanism.To consolidate the education and health foundation,introduce efficient competition mechanism and realize a comprehensive environmental safety responsibility supervision system.
