A Study On The Choice Of Social Organization's Contact Person To The Family Who Lost Their Only Child From The Perspective Of Trust

With the increase of the number of the families who lost their independence and the aging of the groups who lost their independence,the problem of providing for the aged of the families who lost their independence due to the death of their children has become increasingly prominent.In this context of governance,the central government introduced the contact system for families with special difficulties in family planning.Specific to the local policy practice,the X district government of Shanghai launched the "Golden Sunshine" family contact pairing assistance project,which included social organizations as one of the family contacts for the loss of independence through the form of government purchase services,in order to use the professional ability of social organizations to carry out spiritual consolation work for the loss of exclusivity.However,in the actual operation process of the project,all the professional social workers in the social organizations have been replaced by the street retirees with administrative work experience,and the professional social work has been replaced by the local social work.This phenomenon also forms the core research problem of this paper: what causes the loss of the unique family contacts in the social organizations Substitution phenomenon? What is the logic of this change?Based on such research problems,this paper mainly adopts the qualitative research method,taking agency S as the research case,which became one of the contact service providers for the bereaved families in District X of Shanghai in 2019,and builds a research framework of "lack of trust—trust building—trust formation" based on the rational choice theory and social trust theory.Based on the investigation of the interaction process between agency S and Grass-roots government,I believes that the main reason for the lack of trust in social organization is the action barrier in the process of entrustment,so the author adopts the trust strategy of interpersonal relationship operation.On the one hand,due to the location of the pivot node and the complementarity with the business needs of the street town,the contact person of the bereft family has become the operation node of trust building;on the other hand,because of their past work experience,the retired administrative staff of the street town has great trust advantages in transaction cost,risk control,ability demand and emotional relationship,and has become the support work of the bereft family in the street town We have achieved a virtuous circle of institutional autonomy and service professionalism at the same time.I hope that through this case of government purchase service,we can find the foundation stone of trust in the process of government society collaborative governance from the perspective of "commission trust" relationship,and further clarify the role of the contact person of the family who lost their child,so as to provide inspiration for the realization of the fine governance of the grass-roots government and the professionalism and autonomy of social organizations.
