Research On Promoting The Poverty Alleviation By Strengthening The Ideological And Moral Construction Of Zhaohua District Government Of Guangyuan City

Poverty eradication is a major practical issue facing the global governance system and a social issue that must be addressed first in the process of national modernization.National poverty alleviation policy framework and at all levels in the execution of the use of the concept,methods,measures,is related to the success of the strategy for poverty alleviation,is related to the efficient and effective operation of the poverty alleviation work.n this historical period when the poverty alleviation work was carried out vigorously,the social managers and research institutions had more in-depth thinking in the observation and practice.“Spiritual poverty”this concept gradually reached a consensus,become throughout the course,drive the poverty alleviation work out of poverty to the high-level,high quality,high level of the development of the most important,How to combine the “spiritual” and “material” forces to form a strong centripetal force in poverty alleviation has become an important issue in front of the governors.This paper takes the typical case of poverty alleviation in Zhaohua district of Guangyuan city,Sichuan province,as the research object,Using analytic hierarchy oriented research ideas and methods of case analysis,In the typical sample space of the case,the following work is mainly done: The first is to extract the typical characteristics of the case for detailed description.Based on the case background and basic situation,this paper analyzes the subject of case execution and its behavior measures,summarizes and demonstrates the main effects of case execution,and provides sufficient materials for case analysis.The second is to analyze the case multi-subject participation behavior.Based on the basic methodology of multi-subject collaborative governance,this paper extracts the two characteristic behaviors of serving subject in the case: village-level broadcasting coverage and morality score evaluation,and explores the promotion effect of subject behavior on ideological morality and poverty alleviation respectively.The third is to discuss the organizational management mode of case service subject.Based on the new public service theory,this paper discusses the governance model,multi-subject service delivery mechanism and new organizational status of the government in the case,and further explores the contribution of multi-subject service to the governance system.Fourthly,the research case framework system safeguardmeasures.From the three aspects of propaganda guarantee,ideological construction guarantee and service supervision guarantee,this paper analyzes the stress points of“fictitious” ideological and moral construction and “practical” poverty alleviation,and deconstructs the basic methods of protecting the combination of ideological and moral education and poverty alleviation in cases.Based on the discussion and analysis of cases and the formation of enlightening conclusions that can be repeated and popularized,the paper puts forward three countermeasures for poverty alleviation:First,to promote the transformation of poverty alleviation thinking with policy orientation;Secondly,the trend of getting rid of poverty is getting better;Finally,the system innovation guarantees the long-term effect of poverty alleviation mechanism.It is suggested that efforts should be made in such dimensions as ideological identity,civilization occupation and mechanism construction to push forward the common goal of “spiritual poverty alleviation” and “material poverty alleviation”.
