Our country is in the transition period of rapid social transformation,with the development of new public management theory,the transformation of government functions,the demands and expectations of the public for the government to continue to improve.As the executor of the public power of the government,civil servants have played an irreplaceable role and challenged the comprehensive quality of the civil service.Formulating reasonable incentive mechanism,scientific incentives,beneficial to civil servants more diligent pragmatic,dare to bear,make contributions to building a service-oriented government,eventually to improve the government management efficiency and quality of social services.On May 31,2013,Qingdao municipal party committee,municipal government economic zone management system,establish a red island development but for more than 3 years so far.Red island economic zone authority on incentive mechanism of civil servants have made certain achievements,but because of newer,there are still some problem.Salary system.Only to find and solve these problems in time,can establish perfect incentive mechanism of civil servants as soon as possible.Based on the actual situation of the red island economic zone,this paper studies the incentive mechanism of government officials in the region by means of literature research and questionnaire survey.First of all,the relevant literatures on motivation at home and abroad are sorted out,and the relevant theories on motivation are expounded,which lays a theoretical foundation for the research of this paper.Secondly,the human resource structure and the main incentive mechanism of the organs in the xie hongdao district are expounded,including the measures of performance assessment,salary,award training and promotion.Then,the satisfaction of various incentive systems is investigated by means of questionnaire survey.By designing a questionnaire and statistical analysis,found that the red there exist some problems in the civil servant incentive are among the government,including the reasonable appraisal indexes and weights to owe,pay lower is difficult to give play to the role of incentive,reward and punishment is not effective,training content and method is relatively single,promotion channels slowly and lift.Finally,on this basis,the improvement of the targeted put forward the corresponding countermeasures,including through various channels to raise the level of civil servants' pay,to create more fair promotion opportunities,improve the civil servants training management system,etc.In this paper,the research can to a certain extent,improve the red among civil servants incentive mechanism,arouse the enthusiasm of their work,and for the development of a red island region government organs of human resources incentive to build new way of thinking.It can also provide reference and reference for the construction of incentive mechanism in other regions.
