Research On The Optimization Of Government Higher Education Management Function Under The Background Of Separation Of "Guanbanping"

At present,China's higher education has achieved universalized development,and the higher education management system has been reformed along with the social transformation and development.The relationship between government and higher education has always been the focus of academic research,and the development trend of democratization,popularization and modernization of higher education makes the relationship between government and university become more and more complicated,forcing its government to carry out many kinds of management reform,functional adjustment presents the need for further reform.Optimizing the management function of higher education is the historical necessity to adapt to the development of higher education.Only through the optimization of its own management function can the government meet the needs of the multiple interests of current society,promote the rapid development of higher education,and realize the modernization of educational governance.Taking meta-governance as the theoretical tool,this paper adopts the methods of literature research,historical research,comparative analysis and takes the government education management model from the perspective of meta-governance as an analytical tool to focus on the analysis of the dilemma of government higher education management and put forward the optimized path.The research finds that the factors of dilemma include two aspects of meta-governance and meta-synergy in the process of optimization of Government management function.Among them,there are government offside,government absence,single government management means and complicated operation of government management institutions in the process of meta-governance.In the process of meta-synergy,the poor cooperation between the central government and the university? the poor cooperation between the government and universities? and the poor cooperation between the government and society significantly impede the optimization of government functions.The research suggests that in order to promote the organic coordination between the Government ?universities and the society in the management of higher education,to realize the streamlining and efficiency of the government,to promote the modernization of educational governance and to provide satisfactory higher education for the people,we should optimize the government meta-governance function and implement the separation policy of management?running and evaluation according to the guidance of meta-governance theory and promoting the coordination of governance meta-theory to improve the government management function.Clarify the role of the government,clarify the boundary of power and responsibility between the government and the main body,strengthen the government's top-level design,improve decentralization of power,strengthen the government's macro-orientation ability,provide public services,change ideas,strengthen the ideological foundation;The separation of management?running and evaluation will lead to streamlining,and the joint effort of management running and evaluation will lead to high efficiency.
