With the development of service-oriented government in China,performance management is getting more and more attention from government departments at all levels.Since the 18 th CPC national congress,the CPC central committee and the state council have made a series of important arrangements for deepening the reform of the administrative system.The report of the 18 th national congress of the communist party of China(CPC)put forward the innovative administrative management style,enhanced the government's credibility and execution,and promoted government performance management.As an important component of the judicial administrative government and Key-unit of Implementation of Penalty System,Prison takes responsibility for maintaining safety of the country,implementing custody and education of the criminals other functions.Its level of penalty implementation and safety maintenance also has important influence on the entire public government service system.As the first-line department of penalty implementation,the basic prison department directly faces the criminals,and the administrative efficiency of the local prison directly influences the administrative efficiency of the prison system.How to improve the management level of the prison department through post performance management is of great significance.In recent years,During the recruiting from Judicial-police colleges,the prison system is committing social-recruiting by civil-servant examination.With the converting of human resource,high-level of HR management and performance management is new topic of prison system.However,compared with the implementation of performance management target,some units and first-line policemen have lack of awareness and acceptance of performance management,not as a powerful "gripper" to promote the work to give full attention.This kind of ideological deviation directly affects the implementation of performance management and the realization of goals.It has led to the failure of some local prison departments and personnel to abide by the rules of evaluation.Only pay attention to the result and neglect the process management.Only pay attention to the evaluation does not attach importance to guide improvement and other phenomena.To some extent,it deviates from the original intention and goal of performance management.Based on the above considerations,this paper is mainly guided by the theoretical basis of performance management,using the literature research method,empirical analysis method,interview method and comparative study method.Combined with working practice,this paper analyses deeply the current situation of Jiangsu JL-prison performance management to find out the existing problems and their causes.Finally,it puts forward the optimization plan forthe performance management of the prison department from three aspects: promote the performance culture construction,establishing the post performance management model of the Balanced Scorecard Card and establish KPI evaluation system in order to perfect the performance result.
