Research On Improving The Executive Ability Of Party Laws And Regulations Of The Communist Party Of China

The construction of the ruling party’s internal laws and regulations is an important part of the party’s construction,it has a special status on activities of fighting corruption,standardizing intraparty activities and fostering a sound political environment,on which it also plays a crucial part and makes great new strides.Since the 18 th National Congress of the Communist Party of China(CPC),the establishment of the party laws and regulations has been closely following up the promoting pace of running the CPC itself with strict discipline and ensuring universal coverage in various fields of supervising its own conduct and exercising governance.However,we must see sober-mindedly that there is still a long way to go to achieve a relatively perfect establishment of internal regulations and laws of the CPC by the 100 th anniversary of the founding of the party.Though there are many party laws and regulations of the CPC,most of which haven’t reached standards of coordinating and improving the system,achieving a clear-out overall effect,effectively carrying out laws and regulations.We should attach more importance on enacting legislations especially on the arduous task of carrying out them thoroughly to avoid leaving the system idle.Enforcing the governmental executive ability of the Party laws and regulations is an inevitable requirement to run the country and the Party in an all-around and strict way according to a law-based governance as well as to make changes of the present principal contradictions in Chinese society and to increase historical experiences of the Party building.This matters for enduring political stability of our Party and country,for the sustainable and healthy development of national economy,and for ensuring the realization of advancing the modernization of governance and capability.What’s more,it also concerns the development of core socialist values and the formation of a good social atmosphere.Although our party has made great achievements in the construction of laws and regulations within the party,problems like superficial,selective or distorted executing still remain in the execution of the current Party laws and regulations.The undound party laws and regulations,the vague consciousness of executive body of the gauge,the lack of execution supervision,the changes of the executive environment,all of which are the main reasons of holding back the execution of the Party regulations and laws.We mustensure continued optimization and adjustment of the Party laws and regulations to enforce the executive ability of them,coordinating development of the enactment,modification,abolition and explanation of the lawmaking,promoting convergence and coordination between the country and legislations,and carry out appraisals for the party laws and regulations.We must further strengthen responsibility execution of the party laws and regulations,the CPC as the main body,supervision of the commission for discipline inspection and Party Members’ consciousness of learning and obeying rules and regulations.We must further optimize the executive environment of the party laws and regulations,which not only towards optimizing propaganda mode,enlarging the training dynamics,carrying out the opening of the Party affairs to draw the distance closer to common people,but also implementing law promotion combining with cases and catching the key minorities.We must ensure continued perfection of implementation and monitoring,evaluation,motivation and accountability mechanisms of the party lawss and regulation.
