Convergence And Seeking For Differences: The Choice Of Community Action In Urban Management Service

In response to government demands to build work sharing the structure of social governance,strengthening the construction of community governance system,promote social management center of gravity to grassroots down requirements,solve the problem of megacities how to effectively management services,starting in 2015,Shanghai to explore a wide range of basic management unit.The author in the basic management unit in Shanghai region D survey found that in the face of the superior policy management requirements,the basic management unit in the execution form convergence and differences of real options,which according to the uniform requirements established organizational structure and allocation of resources,but the actual operation of community governance,the construction way there exist certain differences.The basic management unit policy actions by the government at a higher level and community inside the double constraints of realistic environment,the basic management unit based on the region D management services in the city as the research problem,choice of action in combining the perspective of legitimacy and efficiency mechanism,discuss community appear when facing the policy requirements of two kinds of action selection and influence factors.First,the formal convergence is manifested in the organizational structure requirements of "two committees and one center" and the resource allocation requirements of "three centers and three stations",which are clearly stipulated in the policy.Each community will allocate the resources according to the requirements first.Second,the real operation of novelty,manifested in the policy did not make clear a regulation,the content of the communities will be according to the needs of residents and the manpower and material resources and other resources,relying on the superior government,themobilization Zhu Qu unit or residents' participation in management,such as different ways and different community characteristics,this is mainly due to lower management costs,improve the effect of governance.In this paper,on the basis of the study,from the theoretical level to discuss the relationship between legitimacy and efficiency mechanism,and return to reality,points out that city management services community after different action brings different influence.Positive aspects to solve the problem of residents,integrating internal resources to mobilize community,innovation is also likely to happen;Negative aspects,can cause organization formalization and the waste of public resources.The further development of the city management system,make overall plans and take all factors into consideration when it makes policy to the government at a higher level,formulate unified requirements,and to fully arouse the vitality of community governance,so as to explore the real road to conform to the big city community governance.
