| With the rapid development of China’s social economy,the continuous extension of life expectancy and the substantial change of population structure,the problem of social aging has become a very hot topic in the process of economic development.As a big country that stepped into the aging society in 1999,the problem of aging has become more and more prominent.At the same time,because of the influence of traditional culture,Chinese people attach great importance to their hometown and filial piety.In terms of pension,most of them tend to provide for the aged at home,and rarely choose to leave their daily living environment to spend their old age in nursing homes.In this case,community home-based pension has become a mainstream trend in the development of pension services in China.However,for the existing communities built in the last century,there are often not enough basic pension facilities or existing facilities can not effectively meet the needs of the elderly in the community,so it is very meaningful to transform the existing buildings to meet the standards of pension facilities.Taiyuan entered the aging society in 2003,explored the development of community home-based elderly care service in 2008,and was listed as the pilot city of home-based elderly care service reform by the Ministry of civil affairs in 2016.Many useful explorations and attempts have been made in home-based elderly care.But at present,there are still some bottlenecks such as single service content,lack of funds and low professional level of service personnel.At present,the home-based pension service in Taiyuan is still in the primary stage of development.If these problems are not solved,it will affect the stable and long-term development of the whole pension industry in Taiyuan and the quality of life of the elderly in their later years.Based on the theory of hierarchy of needs,community care,welfare pluralism and social embeddedness,this paper uses the methods of literature analysis,field research and interview to interview the relevant staff of Taiyuan Civil Affairs Bureau and Taiyuan community service center aboutthe current situation of home-based elderly care service in Taiyuan City,and through the field visit to the community,we have mastered At present,the development of home-based elderly care service in Taiyuan City,summed up its main problems,such as imperfect system,single fund-raising channels,limited participants,insufficient professional personnel security,low level of intelligence and informatization,and finally put forward countermeasures and suggestions: first,improve the policy system,improve the diversity of home-based elderly care service;second,increase capital investment,abundant Rich sources of funds for home-based elderly care services;third,increase construction efforts and improve home-based elderly care service facilities;forth,to carry out multiple coordination to improve the quality of community home-based elderly care services;fifth,to strengthen team building and cultivate professional talents for elderly care services;sixth,establish a smart elderly care service system and improve the intelligent level of home-based elderly care services. |
