A Study On The Problems And Countermeasures In The Entry And Exit Administration Process Of Chengdu Qingyang District

With the continuous development of globalization and the reform of "Streamline administration;Delegate Powers;Improve services" by the Chinese central government,both the entry and exit demands of Chinese citizens and the management of overseas people have put forward higher and better demands for the entry and exit administration of public security bureau in this new era.With the reform of China opening policy,the management of the exit and entry department of public security bureau has gradually changed from the passive type which mostly emphasize government administration to the active type which focus on the management over providing public service.As the most basic part of immigration administration,district-level immigration administration has become the forefront of government public service reform in this new era.We believe that the study on the problems and countermeasures in entry and exit administration process at the grassroots level can help improve the efficiency of entry and exit administration and improve the quality of window services.This paper takes Chengdu Qingyang district entry and exit administration as an example,based on the new public management theory,to analyze the difficulties and problems faced by the entry and exit administration department at the grassroots level within the scope of the business process re-engineering theory.In terms of the hypothesis and determination of problems in the process of entry and exit administration,the author systematically and accurately identified the problem by combing the existing process and interviewing the target group.In terms of the causes of the problems,the author makes a scientific and in-depth analysis of the causes of the problems in the process of entry and exit administration mainly through the scientific research methods of business process re-engineering theory.At the same time,through empirical research,the problems encountered in the actual entry and exit administration process of Qingyang district and the working data are taken as research objects.Through the analysis and research of the data and facts in the real work,the paper puts forward the measures and methods to solve the problems encountered by the exit and entry administration departments of district public security bureau in the administration process.Through the study on the problems and countermeasures in the exit and entry administration process of Qingyang public security department,it has the positive significance to fulfill the government functions,and it may improve the exit and entry administration service quality of Qingyang district and even of the Chengdu city.Through the study of exit and entry administration process of Qingyang district public security bureau,it also may have positive reference value and significance for other government process re-engineering or the improvement of exit and entry administration quality of other cities or regions.
