Economic development zone is an important test field for the development of local regional economy,and also the main battlefield for promoting the development of real economy.In the past 40 years of reform and opening up,economic development zone has made great contribution to the economic development of our country.However,in recent years,the advantages of the management system of the economic development zone are gradually weakening,and the phenomenon of returning to the traditional administrative system is obvious.This paper takes Xinqing Science and Technology Industrial Park of Zhuhai national high tech Industrial Development Zone as an example,with the guidance of the relevant theories of public management,comprehensively and deeply analyzes the problems and causes of the management system of the park,and puts forward countermeasures and suggestions to solve the problems of the management system of the Park Based on the experience of the management system of foreign advanced parks.Based on the theory of multi center governance and the theory of flexible government,this paper puts forward the path and goal of park management system reform.Secondly,through participatory observation,in-depth interviews and other methods,comprehensively summarize the current situation of the development of the park and the management system,and analyze the problems of the management system reflected by the development of the park from the outside to the inside,and analyze the causes.Finally,through the comparative case study method,combined with the management system experience of advanced parks at home and abroad,the reform path of park management system is proposed.This paper focuses on the general situation of the development of Xinqing Science and Technology Industrial Park and the current situation of the management system.It analyzes the problems existing in the management system of the park around several important elements of the management system,such as institutional setting,functional authority,staffing,system guarantee,and analyzes the objective factors behind the problems one by one.On the premise of feasibility analysis,it puts forward the problems of the management system of the park Make reform suggestions.In the process of research,this paper makes a systematic analysis of the management system as one of the important factors affecting the economic and social development of the park,and finds that the management authority,as one of the constituent elements of the management system,plays an important role in the working efficiency of the park.In the case of inconsistent responsibilities and rights,it is difficult for the management subject to achieve the effectiveness of implementation.At the same time,cross management of multiple departments is also easy to cause the problem of prevarication and lack of responsibility among the management subjects.Therefore,this paper takes the management authority of the Industrial Park as the starting point,and makes an in-depth analysis of the relevant contents,in order to give feasible suggestions for the reform of the management system of the basic industrial park under the objective condition that the management authority cannot be completely delegated.
