Research On Evaluation Of Public Participation Validity In Administrative Decision-making

Public participation in administrative decision-making is an important measure to ensure the democracy,legitimacy and scientificity of decision-making.It has risen to the strategic level of national policy.Accordingly,the research on the validity of public participation in administrative decision-making should become an urgent issue of more concern to government administrative organs at all levels.Based on the practice of the Anhui Development and Reform Commission,this paper devotes itself to the validity evaluation of public participation in administrative decision-making.Based on the analysis of relevant literature,according to the policies,regulations and normative documents of the National Development and Reform Commission and the Anhui Provincial Government on public participation,this paper summarizes the influencing factors of public participation validity in China's administrative decision-making,and combines with the actual investigation,establishes a system supply level,Procedural Regulation level,information disclosure,public participation awareness,public participation ability,etc.Five first-level indicators and19 second-level indicators of public participation validity evaluation index system;then,taking MBA students of government organs and institutions as consultants,using analytic hierarchy process to determine the weight of each indicator,the results reflect the availability of information disclosure,judicial relief,public participation channels,timeliness of information disclosure,feedback of public opinion evaluation,public motions.The mechanism is the main factor affecting the validity of public participation.Finally,the paper evaluates the validity of public participation of Anhui Development and Reform Commission by using the method of fuzzy comprehensive evaluation,and puts forward some countermeasures and suggestions according to the evaluation results.
