Research On The Government Supervision Of Social Organizations In Guangdong Province

In recent years,Communist Party of China and the government have attached great importance to the development of social organizations.As an important subject of social governance and a key link to provide public services and participate in social affairs,the importance of social organizations in the process of promoting the modernization of national governance system and governance capabilities cannot be nelected with a great prospect.However,with its increasing number and growing ranks,a series of negative news such as corruption and illegal behaviors appeared in the public's vision,which has a negative impact on the credibility construction of social organizations.The development of social organizations increasingly requires a loose,but orderly external environment,and a unified and sound government supervision system of social organization is an essential supporting condition for the healthy and sustainable development of social organizations.Research on government supervision of social organization is particularly important.Guangdong Province has always been at the forefront of reform pilot projects in China,and its social organization development has also played a leading role in the country.Therefore,it is of theoretical and practical significance to study the government supervision of social organizations in Guangdong Province.Guangdong Province took the lead in establishing the bureau of social organization administration,and conducted a series of exploration and practice in the reform of the government supervision system of social organizations,which has made some remarkable achievements.This paper used the analysis framework of the pre-,mid-,and post-event system of government supervision of social organizations to research the policy texts of social organization supervision in China and Guangdong Province,and the data about the government supervision of social organization on the relevant websites in Guangdong.Based on the relevant data,the analysis of the text and data found that there are still certain problems in the government supervision of social organizations in Guangdong Province.For example,the leading role of party's construction in the supervision of social organizations is not enough,and the government supervision concept needs to be innovative,the legal system of social organization supervision is not perfect,the phenomenon of emphasis on admittance rather than daily supervision still exists,the strength of social organization supervision institutions is weak,and social supervision and internal governance of social organizations are also insufficient.These problems have become important factors to restrict the construction of the government supervision system of social organizations in Guangdong Province,inhibit the stimulation of the vitality of social organizations,and are not conducive to the healthy and sustainable development of social organizations.The government function theory emphasizes the construction of a guiding government,a service-oriebted government,a responsibility-oriented government,a governance government and an enterprise-type government.Taking this theory as the theoretical basis,this paper analyzed the problems existing in the government supervision of social organizations in Guangdong Province,and put forward the possible countermeasures and suggestions for these problems.The paper holds that to build a unified and sound government supervision system of social organizations,it is necessary to clarify supervisory responsibilities and play the leading role of Communist Party of China,to innovate the supervision thoughts of social organizations,to build a legal and regulatory framework system,to achieve comprehensive coverage and strengthen the mid-and post-event system of government supervision of social organizations,to allocate the duties rationally and encourage the appropriate competition of social organizations,to strengthen social supervision and improve the internal governance system of organizations.
