With the improvement of the Arctic environment,the number of actors participating in the governance of the Arctic has increased significantly worldwide.The development of Arctic governance has highlighted problems in the existing Arctic governance.As a near Arctic country,China has increased its willingness and ability to participate in Arctic governance.The emergence of the " Ice Silk Road " is not only a bilateral cooperation initiative put forward by China and Russia in accordance with their own development needs,but also an important part of the “Belt and Road” strategy.The participation of countries outside the Arctic,including China,in the governance of the Arctic region provides new ideas.The “Ice Silk Road” has significant advantages in latecoming and participation stability.China 's participation in Arctic governance from the perspective of the “Ice Silk Road” has improved in both the breadth and depth of participation.China can effectively integrate China's participation in Arctic governance through the construction of the “Ice Silk Road”,and can actively circumvent the current conflicts in Arctic governance through the integration of issues and resources,and ease China's passive position in Arctic governance.Deepen participation in the Arctic cooperation in resource development,port construction,and ocean transportation by opening up participation factors and participating actors.However,China still faces many risks such as changes in the geo-environment,changes in the ecological environment,and changes in legal status in the Arctic governance process from the perspective of the “Ice Silk Road”.It still needs multiple parties to participate in and follow-up construction.
