Research On The Promotion Of Disabled Employment By Social Enterprises From The Perspective Of Development Social Policy

Employment is the foundation of people’s livelihood,and solving the problem of employment for the disabled is an effective way for the disabled to move towards the society.According to the data analysis of the 2018 disabled career development statistical bulletin,the total number of disabled people in China is 85 million,accounting for 6.21% of the total population in China.The notice of the State Council on printing and distributing the outline of the 13 th five year plan to speed up the well-off process for the disabled clearly proposes that "we should make up for the shortcomings of the cause of the disabled,speed up the well-off process for the disabled,reduce the gap between the situation of the disabled and the average level of the society as soon as possible,and let the disabled and the people of the whole country enter a well-off society in an all-round way".At this stage,there are still a considerable number of disabled people still have employment difficulties,and the gap between the per capita income of disabled families and the social average level is still large.At the same time,the main way of employment for the disabled in China is to meet the employment needs of the disabled through the limited ways such as centralized employment,proportional decentralized employment and flexible employment in welfare enterprises supported by the government,which effectively reduces the employment pressure of the disabled to a certain extent.However,these forms of employment have also created many new problems,and the forms are very severe.In this severe situation,it is of great practical significance to study and analyze how to promote the employment of the disabled in China’s social enterprises.Firstly,based on reading a large number of literature and official statistics,this paper analyzes and summarizes the basic situation and existing problems of the employment of the disabled in our country;secondly,it studies and analyzes the basic situation and problems of the employment of the disabled in Y institution by means of questionnaire survey and interview with y institution as the main case;finally,Under the guidance of the concept of development oriented social policy,social enterprises should put forward countermeasures and suggestions on how to promote the employment of disabled people,hoping that this paper can provide theoretical basis for the formulation of relevant policies in the future.
