Research On Social Enterprises To Promote Employment Of The Disabled In China

Employment for the disabled has always been a major concern of the party and the state,and it is a top priority of the government's work.Since the reform and opening up,especially since the implementation of the Employment Regulations for the Disabled,the employment of the disabled in China has been greatly improved.The disabled integrate into social life through employment and share the fruits of social material civilization development.However,with the continuous development of China's economy and the deepening of the aging of the population,there are some new obstacles to the employment of the disabled in China.Because of the particularity of the disabled and the solidification of the thinking of the disabled,many units have rejected them.In the fierce competition in the job market,the disabled has always been at a disadvantage compared with the healthy people.For a long time,the disabled who have the ability to work or have part of their ability to work mainly achieve employment through several limited forms,such as concentrated employment in government-supported welfare enterprises?proportional employment and flexible employment.They have really played a role in promoting the employment of the disabled in a certain period,and achieved the employment of many disabled people.However,in the new period of economic and social transformation,these forms of employment have created many new problems.Most of them have not really considered for the disabled themselves.Various drawbacks have been constantly revealed,resulting in a large number of the disabled facing unemployment,and the situation is very serious.Social enterprises have dual attributes of commonweal and commerciality,and commonweal should take precedence over commerciality.It is not only an innovation of organizational form but also an innovation of enterprise model.It has a long history of development in Western countries,and its legal system and academic research results are relatively perfect.With the introduction of social enterprise as an innovative form into China,not only many scholars have expressed strong interest in it,but also a upsurge of learning social enterprises has arisen in society.It is not a part of the government or other social organizations,but has its own development concept and mode.It has its own unique advantages in promoting the employment of the disabled.Starting with the analysis of the advantages of social enterprises in promoting the employment of the disabled,this paper draws the conclusion that social enterprises have both social and economic attributes and excellent social entrepreneurship.And through the analysis of the social and economic nature of employment for the disabled,which coincides with the nature of social enterprises,with this expounds the necessity of using social enterprises as a new organizational form to promote the employment of the disabled in our country.However,at this stage,the development of social enterprises in China is not yet mature,and they are still facing some practical difficulties.Therefore,by drawing on the advanced experience of Japanese social enterprises in promoting the employment of the disabled,this paper explores how Chinese social enterprises can better exert their advantages to promote the employment of the disabled in the future.
