The Research On Core Competencies Of Public Security Think Tank Based On Grounded Theory

As a kind of intelligence institution that advises the government and serves the decisionmaking,the public security think tank has provided the strong support for public security organs in cracking down on illegal crimes and strengthening social governance for decades in the course of its development.The traditional institutions that assume the functions of public security think tank have various problems such as small organization scale,lack of human resources and scattered research effort,thus have been unable to meet the realistic requirements in today's era of increasingly intelligent and complicated criminal means,increasingly difficult social governance and increasing pressure of public security reform.In order to cope with the challenges of the new situation,the Ministry of Public Security put forward the requirements of strengthening the construction of a new type of public security think tank,which not only promotes the practical construction of public security think tanks but also promotes the rapid development of relevant theoretical research.In this context,this paper makes an in-depth analysis of the core competencies of the public security think tank,and puts forward countermeasures for the construction of the public security think tank guided by the core competencies,aiming to promote the continuous development of the public security think tank and effectively improve the comprehensive strength of public security organs.In order to study the core competencies of the public security think tank and put forward countermeasures for the construction of public security think tank,this paper,firstly,introduces the concepts of public security think tank and core competencies,analyzes relevant theoretical basis such as elite theory and pluralist theory,outlines the development history and current situation of public security think tank,and expounds the realistic foundation of the construction of public security think tank;then,by taking foreign policing think tanks in developed countries as reference and using the method of grounded theory including open coding,axis coding and selective coding,it identifies the core competencies that public security think tank should have,analyzes the functional relationship among the components of core competencies,and clarifies the meaning and connotation of these components;after that,through the construction of the public security think tank core competencies index system and by using the method of Analytic Network Process and based on the score data obtained from the empirical survey,this paper reinforces the connection between the theoretical achievements and the current construction of the public security think tank in China,points out the abilities that the public security think tank should focus on in the current practice,and defines the key aspects of the construction of the public security think tank;finally,on the basis of the above investigation and analysis,itproposes the public security think tank construction strategy guided by the core competencies of public security think tank.Through the research,this paper concludes six components of the public security think tank core competencies,namely,scientific research ability,resource acquisition and utilization ability,coordinated development ability,public communication ability,ability to service practice and product transmission ability,as well as 28 sub-categories included in these components.Besides,through empirical investigation and analysis,it determines that the public security think tank should currently focus on strengthening the improvement of product transmission ability,scientific research ability,and resource acquisition and utilization ability,and properly consider other abilities.Finally,guided by the core competencies of the public security think tank,this paper puts forward specific countermeasures and suggestions from four aspects: broadening the communication channel,improving the research quality,clarifying the research direction,and improving the operation mechanism,so as to promote the development and improvement of the public security think tank.
