Research On The Optimal Allocation Of Police Force In The Urban Important Security Places

At present,the modernization of socialism with Chinese characteristics has entered a new era.It is the important duty and mission of the public security organs to adhere to the peoplecentered development idea,constantly meet the people's yearning and pursuit for a better life,and create a safe and orderly environment for social and economic development.In the face of various risks and challenges in social development,the public security organs must,based on their own reality,through deepening reform and scientific management,maximize the role of limited human resources,prevent and resolve risks,and effectively achieve the goal of maintaining national security and social stability.Therefore,this paper selects a medium-sized city as the research object,comprehensively uses the hot spots policing theory and resource optimization theory to deeply study the policing work demand of the urban important security places,and constructs the mathematical model of system optimization,so as to realize the minimum number of police force allocation in important places,the shortest path of police force dispatching,and the optimal location of police force duty points to cover as much as possible Larger urban area and other targets.At the same time,in order to ensure the smooth completion of the police work,in addition to the modeling,it also puts forward a comprehensive strategy for the optimal allocation of police force,so as to explore the way to strengthen the police from a new perspective.This paper is divided into six parts.The first part describes the relevant issues of the research object,including the topic selections,research significance,literature review,innovation points and some academic methods.The second part introduces the theoretical basis and defines the relevant concepts.The third part,selects a city as the research object,analyzes its police force allocation,the existing problems and the realistic background of the problems.The fourth part is to build mathematical models for the optimal allocation of the police force in important security places of a city,which mainly includes the quantity allocation model,the shortest path model and the maximum coverage area model.The fifth part is to put forward some specific countermeasures for the overall police force optimization.The sixth part is to summarize and make some prospects.In conclusion,the most important research achievement of this paper is to take a mediumsized city in Shandong Province as an example to build a mathematical model of important security places in the city,and through the simulation of Matlab,Lingo and other computer software,we get the specific number of police force configuration and the specific location of duty place,which can increase the coverage area of police force to more than 83% of the city.Inthe final chapter,combined with the current situation,in order to assist the practical application of the model and further make up for the shortcomings of the existing police force configuration,the author puts forward a comprehensive strategy,including establishing the "no growth and improvement" idea of police force,establishing the normal mechanism of gravity shift down,ensuring subsidence,carrying out basic work at the grass-roots level,improving the comprehensive quality of police force and strengthening the construction of intelligent public security,so as to realize the whole police force Bit optimization configuration.It is expected that this paper can contribute to improving the police capacity of public security organs and coping with the challenges of real police work.
