The criminal investigation department of the public security organ is the main force in the fight against crime,and it shoulders the major political tasks and social responsibilities of safeguarding the country's long-term security and ensuring people's well-being.Constructing a scientific and reasonable criminal investigation performance management system can not only stimulate the investigator's work passion and inherent potential,but also have great practical significance for the professionalization,modernization and regularization of the criminal investigation team.This article adheres to the basic logical thinking of proposing problem analysis and solving problems,taking the basic criminal investigation as the starting point,taking "rational economic man hypothesis theory","Maslow's hierarchy of needs theory" and "fairness theory" as theoretical guidance and sticking to the theory With a close connection with the practical point of view,with the help of various research methods such as literature research,comparative research,interviews,etc,a more in-depth and objective study on the current performance management of criminal investigation work is conducted.The full text is about30,000 words and is divided into three parts.The first part mainly elaborates the research background and basic concepts of performance,performance management,performance assessment,government performance management,criminal investigation performance management,etc.,and determines the theoretical basis for the research of this problem.The second part is from the perspective of the system design,performance evaluation process and performance result conversion of the current level of criminal investigation department performance management.The problems of "emphasis on results,less on processes",and the unclear transmission function between organizations and individuals;in the performance evaluation process and the application of results,there is a relatively single subject of performance evaluation and egalitarianism.Incentives are difficult to show,and the strategic adjustment function of performance management is weak.The third part is the core of the full text.Aiming at the above problems,the following exploratory opinions are proposed to construct a reasonable grassroots criminal investigation performance management system.In the system design of criminal investigation performance management,enrich the content of performance evaluation,pay attention to the development of professional quality of criminal investigation police,improve the performance performance and process performance,and the correlation between personal performance of criminal investigation police and organizational performance;use "360°performance evaluation" in the process of criminal investigation performance evaluation "Law" enriches the main body of performance evaluation,strengthens the culturalconstruction of the criminal investigation team,and creates a good competitive selection atmosphere;strengthens performance communication in the application of the results of criminal investigation performance management,makes timely strategic adjustments,guarantees the conversion of performance management results,fully utilizes negative incentives,and strengthens police Crisis consciousness;finally analyze the guarantee conditions of criminal investigation performance management based on the current administrative system of China's criminal investigation department.
