The prison is the state penal execution organ,shouldering the important responsibility of detaining,punishing and reforming criminals.Among them,labor reform,as an effective means of reforming criminals,plays a decisive role in the whole process of reform.However,with the constant changes in the structure of prisoners and the deepening of prison enterprise reform,the orientation of labor reform is also changing imperceptibly.How to effectively motivate prisoners to participate in labor reform has become an urgent problem to be solved in current prison work.Based on the status of the L prison criminals through Labour incentive problems in shandong province as an example,combining with the dual factors theory of herzberg,respectively from the two aspects of hygiene factors and motivators L prison incentive status was analyzed,and found that exist in the criminal slacking,deliberate destruction production tools,a variety of ways to escape the labor,dissatisfaction with the labor post,feeling work achievement is not recognised,the phenomenon such as the development direction of confusion about the future.And find out the existing problems of the incentive measures,in the hygiene factors of the problems are:labor reform policy and management mechanism is not perfect,labor reform of environmental conditions is relatively poor,the labor reward system is not perfect,the labor relationship between criminals is not harmonious;The problems of motivators are mainly reflected in the following aspects:the criminals'sense of responsibility is not strong,the grading effect of criminals is not obvious,and the development space of criminals is narrow.In view of the existing problems,this paper analyzes the reasons for the low enthusiasm of criminals to participate in labor reform.Among them the hygiene factors aspect reason:one is the policy propaganda strength is insufficient;Second,there is a gap between the improvement of labor environment and the expectation of criminals.Third,the incentive function of the criminal's remuneration has not been fully played.Fourthly,a good atmosphere of mutual help and mutual benefit has not been created in the process of criminals' labor.The motivators aspect reasons are as follows:first,there is a lack of effective promotion and post adjustment mechanism;Second,the lack of effective training mechanism for criminals;Third,there is no effective mechanism of hierarchical treatment.Fourth,there is a lack of recognition of criminals in labor and a challenge mechanism for difficult jobs.In order to solve the problem,this paper puts forward improvement measures from two aspects:hygiene factors and motivators.The improvement measures of hygiene factors:first,improve the system and preach,including establishing a standardized management system and strengthening the system of preaching and learning among the prison police and criminals;The second is to improve the labor environment,including the improvement of basic security facilities and the construction of garden-style labor parks;Third,improve the labor reward mechanism,including increasing the labor reward gap,strengthening the use of labor reward for criminals,and implementing preferential policies for special criminals;The fourth is to improve the labor relations among criminals,including the cultivation of criminals' team consciousness and the elimination of the negative influence of "relational criminals".The improvement measures of motivators:first,improve the labor post competition mechanism of prisoners,including improving the evaluation of prisoners' labor ability,doing a good job in the classification of prisoners' labor positions,and implementing competition for posts among prisoners;Second,the skills training mechanism should be improved,including the establishment of technical exchange groups for criminals,the strengthening of vocational skills training,the establishment of personalized workshops,and the role of typical personnel as role models.Third,we should improve the mechanism of punishment at different levels,including raising the level of punishment at different levels,establishing a special punishment system,and increasing the content of punishment at different levels.Fourth,we should encourage prisoners to innovate in their work and challenge difficult jobs,including stimulating their subjective initiative and enhancing their sense of responsibility for work.In this paper,detailed implementation plans are listed in each improvement measures proposed,and combined with the author's years of experience in prison prisoners' labor reform work,it has strong operability,can maximize the role of incentive,and promote the enthusiasm of prisoners to participate in labor reform.
